Fresh Debian 13 LXC lacks common tools

debian-13-standard template lacks curl, sudo, dig/dnsutils, and generated locales. Install needed tools before validation steps.

Use `su - postgres -c` instead of `sudo -u postgres` if sudo isn't installed. Discovered during localhake LXC deployment (2026-03-02).
